After carefully reading the Liberian Constitution, I can make the case that the Executive Branch has an ever so slight advantage.
The Legislative Branch as a whole is solely responsible to enact laws. These Laws must pass Constitutional muster with the Judiciary and be veto proof from the Executive.
The Judiciary has no authority to make law, however, they can overturn and/or modify in part or in whole, Unconstitutional Laws or parts thereof.
The Executive Branch is where there are "Temporary Emergency Powers" that are neither subject to the Legislative Branch ratification or Judiciary Branch review. These powers are intended solely for immediate emergencies that must be addressed in a timely fashion and must by nature be temporary. That is the ONLY area in the Liberian Constitution that DOES NOT allow for checks and balances. |
